Abstract. This study addresses the gap in understanding how leadership, innovation, and socio-political stability influence agricultural development. By conducting a literature review, this research aims to provide insights into improving regional agricultural policies. The review focuses on leadership in agriculture, sociopolitical dynamics, economic factors, and the role of innovation. Findings suggest that while global initiatives and local efforts emphasize agribusiness for economic growth, regions like BARMM in the Philippines face challenges such as weak data systems and structural barriers. The study concludes that technological advancements and cooperative efforts are essential for sustainable agricultural development in these regions, highlighting the need for targeted policies to enhance productivity and food security.
