Abstract

Technical and Vocational Education and Training (TVET) is central to building a globally competitive workforce. However, regional disparities in provider availability and learner outcomes continue to challenge equitable access and evidence-based policy in the Philippines. This study examined the regional distribution of TVET providers, learner participation, and certification outcomes across the Philippines’ 17 administrative regions using 2023–2025 administrative data from the Technical Education and Skills Development Authority (TESDA), the national government agency that regulates and promotes technical-vocational education. The study used a quantitative descriptive design: three-year regional averages were computed, and derived indicators—the graduate-to-enrollment ratio, learner participation intensity, and certification rate—were calculated to evaluate institutional utilization and learner outcomes. Min–max normalization standardized these indicators (0–100) into a composite regional performance index for comparison. Results showed that TVET providers, predominantly private institutions, remain concentrated in economically developed regions—CALABARZON, Central Luzon, and the National Capital Region—while institutional availability did not consistently predict stronger learner participation or certification outcomes; several less provider-dense regions recorded comparable or higher engagement and certification rates. These findings indicate that improving regional efficiency in learner engagement and certification is as critical as expanding institutional capacity for advancing the Philippine TVET system. The standardized regional indices offer TESDA, legislators, and educational planners an evidence base for guiding equitable resource distribution, targeted intervention in underserved regions, and workforce development planning aligned with national education and economic goals.
